I am trying to delete some cache files located on my fileserver. When I try
to delete them an error comes up "Cannot delete file: It is being used by
another person or program."

I did some searching and ran both the sysinternals applications
ProcessExplorer and Handle. ProcessExplorer didn't tell me much, but Handle
said the file is being used by "System". I cannot just kill this process
without taking down the server. I know for a fact rebooting the machine DOES
fix the problem, however this incurrs downtime which I want to avoid.

Is there a way to release the lock on these files without restarting or
killing the process?

You can try removing all the ACL entries except your own.

Good idea, but unfortunately it did not work. I could remove all listing
except my own but it didn't give up the lock onthe file.

I faced the same problem, I studied it for a long time and how to use
all these commands, and then I simply bought Long Path Tool at the address LongPathTool DOT com and
cleaned all unnecessary files.
