I have a brand new server 2008 install that takes 28 minutes to shutdown or
restart. It hangs at the Shutting Down....

I have 2 servers with this issue

Couple things to try...

Use msconfig and disable all non-Microsoft services. If the problem goes
away, add them back a few add a time to narrow it down. Does it happen in
safe mode etc?
Second option would be get the server in the shutdown hang condition and
gather a complete memory dump. Look at the dump in windbg at the stack, see
if its something obvious as this is likely something 3rd party.

One of the common causes of slow shutdown is when Exchange Server is
installed on domain controller.
If that is the case, you have to manually stop Exchange services before
shutdown.
There is a script around that automates it. Use your favorite Internet
search engine to find it.

Thanks all for the information. The culprit ended up being the setting "Clear
Virtual Pagefile" on shutdown. I disabled that and the shutdown time returned
back to normal.

I have the exact same problem. There is NO 3rd party software only DPM 2007.
This is an x64 server that is a brand new fresh install. Started happening
after the patches from last Tuesday were applied.

Server 2008 SBS Std never reboots, goes into Shutdown Mode and never actually reboots. High usage of SQLSVR processes.

The Clear Virtual Pagefile on Shutdown setting fixed it for me as well. Thanks for sharing the solution - it was a very frustrating problem!
