Perflib error 1023, Windows cannot load extensible counter DLL Tcp

Four days ago I started seeing error messages in the Application log of one
of my servers. The event ID is 1023 with a source of Perflib. The message
is "Windows cannot load extensible counter DLL Tcpip, the first DWORD in data
section is the Windows error code." and the error code data is "0000: 7e 00
00 00". Initially the message was logged 17 time in one second then it
slowed (relatively speaking) to once per minute.

The OS is Server 2003 Sp2. The server is running Lotus Domino 7.0.3
messaging edition. No particular changes were made just prior to the start
of the errors. Microsoft patches are up to date. We applied the latest last
night with no effect on the errors.

I've seen the posts related to this error for SQL Server counters that talk
about adjusting the security for the library files and also article that
talks about manually rebuilding the Perflib library values. I would gladly
adjust the security settings if I knew which files to adjust. I would be a
little less willing to rebuild the library values.

I would appreciate any suggestions about how best to address this.

Meinolf,

Thank you for the reply. I have already seen the EventID.net and
Knowledgebase articles you mentioned. As I said, I would be more than happy
to reset the security on the DLL or DLLs if I knew which were being referred
to. Nor am I unwilling to rebuild the library values, although that would
have to go through our change management process since this is a production
server.

I am hoping without much expectation that someone who has seen this
particular error before can provide more specific advise that has a direct
bearing on the TCP/IP counter that is throwing the errors.
