Question how do you isolate problems with Remote Desktop and VNCs?

One serve is running perfectly (Win2k8) while another identical machine
is just not acting stably.

The one problematic machine works correctly on the LAN and not on the WAN.

What gives?

All I did was to move physical locations.

No.

also I restarted the server and only within 1 minute of rebooting can you
use RDC outside the LAN.
